Top Drives from Montenegro
Montenegro's road network connects coast, mountains, and cultural landmarks within short distances. These are the most scenic and practical routes for rental car travellers.
Coastal Route: Herceg Novi – Kotor – Budva – Bar (100 km, 2.5 hours)
The Adriatic Highway (E65/E80) runs the length of the coast. Start in Herceg Novi at the Croatian border, drive clockwise around the Bay of Kotor past Perast and Kotor Old Town, continue south through the Budva Riviera (Bečići, Rafailovići, Sveti Stefan), and end in Bar port. The road hugs the shoreline with sea views, medieval towns, and beach access. Allow extra time for stops in Perast (island churches), Kotor (Old Town and fortress walls), and Sveti Stefan (photo stop at the islet viewpoint). Traffic is heavy in July and August; drive early morning or late afternoon to avoid queues.
Bay of Kotor Loop: Tivat – Kotor – Perast – Risan – Kamenari Ferry – Herceg Novi – Tivat (80 km, 2 hours)
A circular route around the bay combining fjord scenery and history. Drive from Tivat to Kotor (8 km), climb the coastal road to Perast (12 km further), continue to Risan (Roman mosaics), take the Kamenari–Lepetane car ferry across the bay narrows (€4.50, 10-minute crossing), then drive through Herceg Novi and return to Tivat via the new bypass tunnel. The ferry runs every 15 minutes in summer, every 30 minutes in winter. This loop avoids backtracking and offers different perspectives of the bay from both shores.
Podgorica – Lovćen National Park – Kotor (90 km, 2.5 hours)
A mountain route from the capital to the coast via Cetinje (the old royal capital) and Lovćen peak. Leave Podgorica on the E65 toward Cetinje (30 km, 40 minutes). In Cetinje, follow signs for Lovćen National Park and the Njegoš Mausoleum (entry €3). The mausoleum sits at 1,657 m with 360-degree views over the bay and mountains. Descend to Kotor via the famous serpentine road with 25 hairpin bends (Kotor Serpentine). The descent is steep and narrow — drive carefully, use low gears, and watch for tour buses. Total drive time is 2.5 hours without stops; add one hour for the mausoleum visit.
Podgorica – Ostrog Monastery – Nikšić (100 km, 2 hours)
A pilgrimage and cultural route to Montenegro's most important monastery. Drive north from Podgorica on the E762 toward Nikšić. After 35 km, turn right at Bogetići village and follow signs for Ostrog (12 km uphill on a narrow asphalt road). The monastery is built into a vertical cliff face at 900 m elevation. Lower monastery has parking and a café; upper monastery (the main shrine) is 3 km further up a one-way road or a 20-minute walk. Free entry, modest dress required. Continue to Nikšić (50 km west) for lunch and brewery tour, or return to Podgorica the same way. The road is safe but winding; allow 30 minutes from the highway to the upper monastery.
Podgorica – Skadar Lake – Virpazar – Petrovac (100 km, 2.5 hours)
A scenic route combining lake and coast. Drive southeast from Podgorica on the old Bar road (parallel to the motorway) to Virpazar village (40 km, 45 minutes). Virpazar sits on the shore of Skadar Lake, the largest lake in the Balkans. Stop for lunch at a lakeside restaurant (fresh carp, eel, or trout) and take an optional boat tour (€10-15 per person, one hour). Continue south through Petrovac tunnel to the coast at Petrovac (40 km from Virpazar). The final section offers mountain views before descending to the sea. Return via the Bar motorway (€3.50 toll) for a faster route back to Podgorica.
Žabljak – Durmitor National Park Loop (50 km, 2 hours)
A mountain circuit for nature and hiking. Žabljak is 140 km north of Podgorica (2.5 hours via Nikšić and Šavnik). From Žabljak town, drive the circular road through Durmitor National Park past Black Lake (Crno Jezero, 3 km from town, parking €3), Tara River Canyon viewpoint (Ćurevac, 20 km), and the Đurđevića Tara Bridge (the highest concrete arch bridge in Europe, 172 m above the river). The loop returns to Žabljak via Sedlo pass. The park road is paved but narrow with no barriers in places — drive slowly and watch for livestock. Best visited May to October; snow closes the high sections in winter. Park entry €3 per person.

Driver Requirements
Minimum age is 21 years. Drivers under 25 may face a young driver surcharge (€5-10 per day) depending on vehicle class. You must have held a full driving licence for at least one year. Learner permits and provisional licences are not accepted. An International Driving Permit (IDP) is recommended for licences issued outside the EU, UK, USA, Canada, Australia, and New Zealand, though it is not legally required. Police checks are common on highways, and an IDP simplifies communication if your licence is not in Latin script.
Documents at Pickup
You must present three documents: a valid passport, your driving licence (original, not a copy), and the rental voucher (printed or on your phone). A credit card in the driver's name is required for the security deposit. We accept Visa and MasterCard; American Express and Diners are not accepted. Debit cards and cash deposits are possible but must be arranged in advance. The deposit amount is blocked on your card and released 7-14 days after the car is returned without damage.
Insurance Coverage
All rentals include Collision Damage Waiver (CDW) and Theft Protection (TP) with an excess. The standard excess is €800-1,200 depending on vehicle class. This is the maximum amount you pay if the car is damaged or stolen. Tyres, glass, undercarriage, and roof are excluded from CDW — damage to these parts is charged at repair cost. You can reduce the excess to zero by purchasing full coverage (Super CDW) at pickup for €10-15 per day. Third-party liability insurance is included by law with no excess.
Fuel Policy
All cars are provided with a full tank and must be returned full. If you return the car without refuelling, we charge a refuelling fee (€25) plus the cost of missing fuel at local pump prices. Petrol stations are common in cities and along main roads but rare in mountain areas — refuel before driving to Durmitor or Prokletije. Most stations accept cards; a few rural pumps are cash-only.
Mileage
Unlimited mileage is included for driving within Montenegro. If you plan to cross into Albania, Bosnia and Herzegovina, or Kosovo, inform us at booking. Albania is allowed with a €20 cross-border fee and insurance supplement. BiH and Kosovo require advance approval and additional insurance (€30-40). Croatia and Serbia are not permitted. Unauthorised cross-border travel voids your insurance and incurs a €500 penalty.
Deposit
The deposit is blocked on your credit card at pickup and released after the car is returned and inspected. The amount is €300-500 for economy and compact cars, €500-800 for SUVs and premium vehicles, and €800-1,200 for minivans. If you purchase full coverage (zero excess), the deposit is reduced to €200. Deposit is not charged separately — it is a temporary hold on your card that disappears automatically.
Additional Drivers
One additional driver can be added free of charge if named at booking. The additional driver must meet the same age and licence requirements as the main driver and must be present at pickup with their licence and passport. Adding a driver at pickup costs €5 per day. All drivers are covered by the same insurance terms.
Traffic Rules
Drive on the right. Speed limits are 50 km/h in urban areas, 80 km/h on open roads, and 130 km/h on motorways (only the Bar–Smokovac section is classified as motorway). Seat belts are mandatory for all passengers. Children under 12 must sit in the rear; child seats are required for children under 5 (available from us at €5 per day — request at booking). Using a mobile phone while driving is prohibited without hands-free. Headlights must be on at all times, day and night. The blood alcohol limit is 0.03%, effectively zero tolerance — do not drive after any alcohol. Police use breathalysers at roadside checks and issue on-the-spot fines.
Parking
Most coastal towns use paid parking zones marked with blue lines. Rates are €0.50-1.50 per hour depending on location. Pay at meters or via SMS (instructions on signs). Old Town areas in Kotor and Budva prohibit car entry — use public car parks outside the walls (€1-2 per hour). Free parking is available in residential streets outside tourist zones, but check signs for restrictions. In Podgorica, street parking is free on Sundays and after 20:00 on weekdays. Never park in spots marked for residents (yellow lines) or disabled spaces without a permit.

What is the minimum age to rent a car in Montenegro?
The minimum age is 21 years, and you must have held a driving licence for at least one year. Drivers aged 21-24 may pay a young driver surcharge of €5-10 per day depending on the vehicle class. Some premium and larger vehicles require the driver to be 25 or older.
Do I need an International Driving Permit (IDP) in Montenegro?
An IDP is recommended but not legally required. If your licence is issued by an EU country, the UK, USA, Canada, Australia, or New Zealand, you can drive with your national licence alone. Unauthorised border crossings void your insurance and result in a €500 penalty. Always inform us at booking if you plan to leave Montenegro.
Are there toll roads in Montenegro?
Yes, two toll sections exist. The Sozina tunnel (between Podgorica and the coast near Bar) costs €2.50 for cars. The Smokovac–Mateševo motorway (Podgorica toward the north) costs €3.50 for cars. Both tolls are paid in cash or card at the booth. No electronic toll system exists. The rest of the road network is free.
What happens if I return the car late?
A grace period of one hour is allowed at no charge. After that, you are charged for an additional day at the daily rate shown in your voucher. If you know in advance that you will be late, contact us to extend your rental — this is cheaper than paying the late fee. For airport returns, late return may incur an out-of-hours surcharge if the delay pushes pickup past 22:00.
Where do I pick up the car at Podgorica or Tivat airport?
Both airports use a meet-and-greet system. After collecting your luggage, exit to the arrivals hall and look for a driver holding a sign with your name or "Phoenix Car".
