Why Rent a Car in Tivat?

Tivat sits at the entrance to the Bay of Kotor on Montenegro's Adriatic coast. The town combines marina luxury at Porto Montenegro with easy access to coastal beaches and mountain villages. A rental car turns Tivat into a base for exploring the entire bay loop, reaching Budva in 25 minutes or Kotor in 15, and driving south to Bar or north to Herceg Novi without bus timetables.

Phoenix Car Montenegro operates from an office in Podgorica but delivers vehicles to Tivat town addresses and meets arrivals at Tivat Airport year-round. You collect keys at the terminal kerb or at your hotel reception, complete a two-minute inspection, and drive away. No shuttle buses. No off-airport compound transfers. The car waits where you land.

Summer months see high demand for car hire in Tivat as charter flights fill the small coastal airport. Booking three weeks ahead secures lower daily rates and guarantees vehicle availability in your preferred class. Winter rentals cost less and suit travellers combining ski resorts near Žabljak with mild coastal days around the bay.

Top Drives from Tivat

A rental car in Tivat unlocks the full Bay of Kotor circuit and connects you to Montenegro's coastal and mountain highlights within day-trip distance.

Bay of Kotor Loop (65 km, 2 hours)

Drive northeast from Tivat along the bay shore to Kotor Old Town (12 km, 15 minutes). Continue through the Verige strait ferry crossing (€4.50 for cars, five-minute crossing) or take the longer land route via Budva. Pass Perast village and the island churches of St George and Our Lady of the Rocks. Return via Herceg Novi and the coast road. The full loop offers medieval towns, waterfront restaurants and mountain backdrop views.

Tivat to Budva (23 km, 25 minutes)

Follow the Adriatic Highway south through Lastva and Trsteno tunnels. Budva Old Town sits on a peninsula with Venetian walls and narrow stone streets. Beaches stretch along Budva Riviera from Bečići to Sveti Stefan island. Summer traffic slows the route; early morning or late afternoon drives avoid congestion.

Tivat to Podgorica (90 km, 1 hour 15 minutes)

Take the inland motorway via Sozina tunnel (€2.50 toll). Podgorica serves as the capital and commercial centre. The drive crosses from coast to valley, passing Lake Skadar viewpoints. Useful for airport transfers if you land at Podgorica Airport and want to start your holiday in Tivat.

Tivat to Lovćen National Park (35 km, 1 hour)

Climb the serpentine road from Kotor toward Cetinje. Lovćen peak holds the Njegoš Mausoleum at 1,657 metres elevation. The winding route requires careful driving but rewards with panoramic views over the bay and Adriatic. Winter snow closes the upper section; check conditions November through March.

Tivat to Herceg Novi (30 km, 40 minutes)

Drive west along the bay to Herceg Novi at the bay entrance. The town features steep streets, botanical gardens and a long seafront promenade. Continue to Igalo spa resort or cross into Croatia at the Debeli Brijeg border (passport required, no Schengen zone).

Tivat to Bar (70 km, 1 hour 10 minutes)

Head south on the Adriatic Highway through Budva and Petrovac. Bar operates as Montenegro's main seaport with ferry connections to Italy. The Old Town ruins sit inland on a hillside. Beaches at Sutomore and Čanj line the route.

Pickup Locations & Procedures

Phoenix Car Montenegro offers three pickup options in Tivat. All include the same vehicle, insurance and mileage terms. Choose based on your arrival method and accommodation location.

Tivat Airport Meet-and-Greet

Most international visitors collect their rental car directly at Tivat Airport terminal. Our driver meets you in the arrivals hall holding a name board. You complete a brief vehicle inspection at the kerb outside, sign the rental agreement, and receive keys. The process takes five to ten minutes. No shuttle required. Full details and terminal layout information appear on the dedicated Tivat Airport car rental page.

Tivat Town Centre Delivery

If you stay in Tivat before needing a car, we deliver the vehicle to your hotel or apartment address. Provide the exact street name and building number when booking. The driver arrives at your chosen time, conducts the inspection on-site, and hands over keys. This option suits travellers spending initial days at Porto Montenegro marina or town beaches before starting road trips.

Office Pickup in Podgorica

Clients landing at Podgorica Airport or staying in the capital can collect cars from our main office and drive to Tivat. The 90-kilometre motorway journey takes 75 minutes. This route works for visitors combining capital sightseeing with coastal holidays. See the Podgorica rental page for office address and hours.

Rules, Documents & Insurance

Driver Requirements

Minimum age 21 years. Driving licence must be held for at least one year. EU and UK licences are accepted directly. Drivers from the USA, Canada, Australia and other non-EU countries should carry an International Driving Permit alongside their national licence. The IDP is not legally mandatory in Montenegro but simplifies communication during police checks.

Required Documents at Pickup

Deposit & Payment

A refundable deposit is held on your credit card at pickup. The amount varies by vehicle class, typically €300–€800. The hold is released within five to seven business days after the car returns undamaged. You can pay the rental balance by card or cash in EUR. Debit cards are accepted for payment but not for deposit holds.

Insurance Coverage

All Phoenix Car rentals include CDW (Collision Damage Waiver) and TP (Theft Protection) as standard. CDW reduces your liability for accident damage to the excess amount shown in your contract. TP covers theft with the same excess structure. Full coverage options that eliminate the excess are available at booking or pickup for an additional daily fee. Third-party liability insurance is mandatory by Montenegrin law and included in every rental.

Fuel Policy

Full-to-full. You receive the car with a full tank and return it full. Petrol stations operate throughout Tivat and along all major routes. Keep the final fuel receipt as proof of refill. If you return the car without refuelling, we charge the missing fuel plus a service fee.

Cross-Border Travel

Driving to Albania is permitted with a €20 cross-border fee added at booking. You must inform us in advance and carry the Green Card insurance document. Travel to Bosnia and Herzegovina requires prior approval; contact us with your intended route. Kosovo is generally restricted due to insurance limitations. Croatia entry is allowed but note that you exit the EU customs area when entering Montenegro, so border formalities apply on return.

Mileage

Unlimited kilometres within Montenegro. Drive the full coastal length from Ulcinj to Herceg Novi, cross mountain passes to Durmitor National Park, or circuit Lake Skadar without mileage charges. Cross-border trips to Albania include unlimited mileage in both countries.

Parking in Tivat

Tivat town centre uses paid parking zones marked with blue lines. Rates run €1–€2 per hour depending on proximity to the waterfront. Pay at machines using coins or cards; display the ticket on your dashboard. Free parking exists on residential streets away from the centre, typically a ten-minute walk to the marina or beaches.

Porto Montenegro marina operates private paid parking. Hotels in Tivat usually provide guest parking, either free or at a daily rate. Always ask your accommodation about parking arrangements before arrival. Street parking near the airport is limited; if you need to leave a rental car at the terminal, confirm the procedure with us in advance.

Kotor Old Town is pedestrian-only. Park in designated lots outside the walls (€1.50–€2/hour) and walk in. Budva has similar restrictions; use the large parking areas near the old town entrance. Rural and mountain destinations generally offer free roadside or lot parking.

Driving Conditions & Road Quality

The Adriatic Highway between Tivat and Budva is a well-maintained two-lane road with tunnels and sea views. Traffic increases significantly in July and August; expect slower speeds and limited overtaking opportunities. The road from Kotor up to Lovćen National Park consists of hairpin turns and steep gradients. Drive cautiously, use lower gears on descents, and allow faster vehicles to pass at wider sections.

The motorway to Podgorica via Sozina tunnel is a modern dual carriageway with a 130 km/h limit. Toll payment is cash or card at the tunnel booth. Secondary roads to villages and monasteries may be narrow or unpaved. An SUV is not essential but provides extra clearance and confidence on rougher surfaces.

Winter driving from November to March requires attention to weather forecasts. Coastal areas remain mild, but mountain passes can close due to snow. Carry chains if you plan to visit Lovćen, Durmitor or Bjelasica in winter months. Tyre regulations require winter tyres or all-season tyres from November 15 to April 1 if you drive in mountain regions.

Fuel Stations & Costs

Petrol stations appear every few kilometres along the main coastal route and in Tivat town. Major brands include NIS, Jugopetrol and Lukoil. Most stations accept cards and operate self-service pumps. Attendants are available at larger locations. Fuel prices in 2024 average €1.45 per litre for petrol (95 octane) and €1.40 per litre for diesel. Prices fluctuate with global oil markets; expect slightly higher rates in remote mountain areas.

Plan refuelling stops before mountain drives. Stations become sparse on routes to Durmitor or along the Albanian border. A full tank in Tivat or Podgorica covers most day-trip distances with margin for exploration.

Can I pick up a rental car at Tivat Airport late at night?

Yes. Phoenix Car Montenegro offers meet-and-greet service for flights arriving outside standard office hours. Confirm your flight number and arrival time when booking so we can schedule the driver. A small out-of-hours fee may apply for arrivals after 10 PM or before 7 AM. The driver waits in the arrivals hall regardless of flight delays.
