Top Drives from Budva
Budva – Kotor Old Town (23 km, 30 minutes): Follow the coastal road north past Trsteno and Jaz Beach, then cut inland through the Grbalj valley. The final approach descends steeply into Kotor with spectacular bay views. Park at the large lot near the cruise terminal (€1.50/hour) and walk five minutes to the Old Town gates. Return via the same route or extend the loop to Perast and back (add 30 km).
Budva – Sveti Stefan – Petrovac (22 km, 25 minutes): Drive south on the Adriatic Highway. Sveti Stefan island appears after 9 km — park at the public viewpoint (free) for photos. Continue to Petrovac, a quieter resort with two beaches and Roman mosaics. The entire route hugs the coast with frequent pull-offs for swimming.
Budva – Lovćen National Park – Cetinje (60 km, 90 minutes): Take the old Kotor road inland, then turn east at Njeguši village. Budva – Skadar Lake – Virpazar (85 km, 90 minutes): Drive east to Podgorica, then south on the E851 to Virpazar village on the lake shore. Rent a boat for a two-hour birdwatching tour (€15–20 per person) or hike the Pavlova Strana trail (4 km loop, moderate). The drive passes through Sozina tunnel (€2.50 toll) — keep your ticket for the return journey.
Budva – Ostrog Monastery (95 km, 100 minutes): Head north to Podgorica, then northwest on the M2 motorway toward Nikšić. Exit at Bogetići and follow signs to Ostrog. Pickup & Delivery in Budva
Phoenix Car Montenegro does not maintain a permanent office in Budva. Instead, we deliver your rental car directly to your hotel, apartment, beach club or any other address you specify at the time of booking. Delivery is free within the greater Budva area, which includes the Old Town, Slovenska Plaža, Bečići, Rafailovići and Sveti Stefan.
Our standard delivery window is two hours from your requested time. You will receive the driver's mobile number by SMS 30 minutes before arrival. The handover takes 10–15 minutes: we inspect the car together, you sign the rental agreement, we explain the insurance terms and provide a 24-hour assistance card, then you drive away. Payment is due at pickup — we accept cash (EUR) or credit card (Visa, Mastercard). A deposit hold of €200–300 is placed on your card and released within 48 hours of return, provided the car is returned in the same condition.
Many clients collect their car at Tivat Airport on arrival day and have us deliver it to their Budva hotel later the same afternoon. This saves the €15 taxi fare from the airport and means you can start your holiday immediately. Alternatively, if you are staying in central Budva and only need a car for day trips, book delivery for the morning of your first excursion rather than paying for unused rental days.
Return is equally flexible. We collect the car from the same address or you drop it at our Podgorica office if your departure flight is from Podgorica Airport. If you are flying out of Tivat, we can collect the car from Tivat town or the airport terminal kerb on your departure morning — just inform us of your flight time and we will coordinate pickup two hours before check-in.
Beaches & Parking
Budva's town beaches — Slovenska Plaža, Mogren, Pizana — are walkable from the Old Town but have limited and expensive parking in summer. If you are staying in central Budva, leave your car at the hotel and walk to these beaches. The best beaches for car access are outside the town centre:
Jaz Beach (4 km west): Large pebble beach with free parking for 500+ cars. The lot fills by 11:00 in July and August, so arrive early or after 16:00. Jaz hosts the Sea Dance music festival each July — parking is closed during the event weekend.
Bečići Beach (3 km southeast): Two-kilometre sandy beach with paid parking zones. Blue zone (closest to the beach) €2/hour, green zone (200 metres back) €1/hour. Hotels along the beach offer free parking to guests.
Sveti Stefan (9 km southeast): The island itself is a private Aman resort, but the public beach on either side is open to all. Park at the official lot above the beach (€3 flat fee) or along the roadside (free but limited spaces). Arrive before 10:00 or after 17:00 to avoid crowds.
Buljarica Beach (12 km south): Quiet 2.5 km pebble beach with free parking along the access road. Popular with locals, rarely crowded even in August. No facilities — bring your own umbrella and water.
Trsteno Beach (6 km north): Small pebble cove between Budva and Kotor. Free roadside parking for 20 cars. The beach is visible from the road; walk down a short path. Good snorkelling on the rocky edges.
Rules, Documents & Insurance
Driver requirements: Minimum age 21, driving licence held for at least one year. Drivers under 23 may be subject to a young driver supplement (€5/day) depending on vehicle category. An International Driving Permit is recommended for non-EU licences but not strictly mandatory — Montenegrin police generally accept any licence with Latin script.
Documents at pickup: You must present your passport, original driving licence and the booking voucher (printed or on your phone). If you booked full coverage or additional equipment, bring confirmation of payment. The rental agreement is in English; read it carefully before signing.
Deposit: We place a hold of €200–300 on your credit card (Visa or Mastercard) at pickup. The hold is released within 48 hours of return, provided the car is returned with a full fuel tank, clean interior and no damage. Debit cards are not accepted for the deposit. If you prefer to pay a cash deposit, inform us at the time of booking — cash deposits are refunded immediately on return.
Insurance included: All rentals include Collision Damage Waiver (CDW) with €800 excess and Theft Protection (TP) with €1,000 excess. This means you are liable for the first €800 of repair costs in the event of an accident, and €1,000 if the car is stolen. Tyres, glass, undercarriage and roof are excluded from basic coverage. For full peace of mind, we offer zero-excess coverage for €10–15 per day depending on vehicle class — this eliminates your financial liability entirely.
Fuel policy: Full-to-full. You collect the car with a full tank and return it full. If you return the car with less fuel, we charge the missing litres at €2.50/L (current pump price plus service fee). Petrol stations are plentiful along the coast; the nearest to central Budva is the Jugopetrol station on the Adriatic Highway near Rozino.
Mileage: Unlimited within Montenegro. You can drive to Kotor, Podgorica, Nikšić, Herceg Novi, Bar, Ulcinj and back to Budva as many times as you like at no extra charge. Cross-border travel to Albania is permitted with prior notification and a €20 supplement (covers green card insurance extension). Travel to Bosnia & Herzegovina, Kosovo, Serbia or Croatia requires written approval and additional documentation — contact us at least 48 hours before your trip.
Additional driver: One additional driver is included free of charge. Both drivers must be present at pickup and meet the age and licence requirements. If you need to add a driver after pickup, call our assistance line — we can process the addition remotely for a €10 administration fee.
Driving Tips for Budva & the Coast
The Adriatic Highway (E80) runs the length of the Montenegrin coast from Herceg Novi in the north to Ulcinj in the south. The section through Budva is heavily trafficked in summer, especially the 5 km stretch between Bečići and the Old Town. Expect congestion between 09:00–11:00 and 17:00–19:00 in July and August. The road is two lanes in each direction with frequent roundabouts and pedestrian crossings — stay alert.
Parking in the Old Town is restricted to residents and hotel guests with permits. The closest public parking is the large multi-storey car park at Mediteranska Street (€2/hour, €20/day). In summer this fills by 10:00; if it is full, use the open lot at Slovenska Plaža (€1.50/hour, 10-minute walk to the Old Town).
Speed cameras are common on the coastal road, especially near schools and pedestrian zones. The limit is 50 km/h in built-up areas, 80 km/h on open stretches and 100 km/h on the bypass sections. Fines for speeding start at €60 and are issued on the spot — police accept card payment. Drink-driving is taken seriously; the legal limit is 0.03%, effectively zero. If you plan to drink, use a taxi or walk.
Mountain roads to Lovćen and Cetinje are narrow with steep drops and no barriers in places. Drive slowly, use your horn before blind corners and yield to uphill traffic. In winter (November–March) these roads may be closed due to snow — check conditions before setting out.
Fuel stations close early outside major towns. If you are driving to remote areas, fill up in Budva or Kotor before you leave. The last 24-hour station on the southern coast is in Bar; after that, stations in Ulcinj close at 22:00.
FAQ — Renting a Car in Budva
Can I rent a car in Budva without a credit card?
Yes, but you must pay a cash deposit of €300 at pickup. The deposit is refunded in cash when you return the car in good condition with a full tank. Credit cards (Visa, Mastercard) are preferred because the deposit hold is processed automatically and released within 48 hours of return. Debit cards are not accepted for deposits.
Is it safe to drive from Budva to Kotor?
Yes, the coastal road is well maintained and clearly signposted. The route is busy in summer but straightforward. The old mountain road via Trojica Pass has 25 hairpin bends and spectacular views but requires confident driving. If you are nervous about mountain roads, stick to the coastal route through Trsteno and Grbalj — it is longer (30 minutes) but much easier.
Where can I park for free in Budva?
Free parking is limited in central Budva. Your best options are the residential streets behind Rozino (15-minute walk to the Old Town) or the roadside along the Adriatic Highway south of Bečići (frequent bus service to the centre). All beaches outside the town centre — Jaz, Buljarica, Trsteno — have free parking. If you are staying at a hotel, check whether they offer free parking; most hotels outside the Old Town do.
Can I drive to Albania with a rental car from Budva?
Yes, with prior notification. Albania is the only neighbouring country we permit without special approval. You must inform us at the time of booking or at least 24 hours before crossing the border. We charge a €20 supplement to extend your green card insurance to cover Albania. The nearest border crossing is at Sukobin (35 km south of Ulcinj). Travel to Bosnia & Herzegovina, Kosovo, Serbia or Croatia requires written approval and additional paperwork.
What happens if I return the car late?
We allow a one-hour grace period at no charge. If you return the car more than one hour late, you are charged for an additional day at the daily rate shown in your contract. If you know in advance that you will be late, call our assistance line — we can often extend your rental by a few hours for a small fee rather than charging a full extra day. Late returns without prior notice may incur a €50 inconvenience fee if we have another client waiting for the same vehicle.
Do I need winter tyres in Budva?
No, not if you are staying on the coast. Winter tyres are mandatory in Montenegro from 15 November to 31 March, but coastal roads below 500 metres altitude rarely see snow. All our vehicles are fitted with all-season tyres that meet the legal winter requirements. If you plan to drive to Lovćen, Durmitor or other mountain areas in winter, request a vehicle with proper winter tyres at the time of booking — we provide these at no extra charge.
Can I collect the car in Budva and return it at Tivat Airport?
Yes, one-way rentals within Montenegro are permitted at no extra charge. We deliver the car to your Budva hotel and you drop it at Tivat Airport terminal on your departure day. Park in the short-term lot (free for 15 minutes), leave the keys with our driver at the arrivals gate and walk straight to check-in. Inform us of your flight time when booking so we can coordinate the handover. The same applies for returns to Podgorica Airport or our Podgorica office.
