Why Rent a Car at Tivat Airport?

Tivat Airport (IATA: TIV, ICAO: LYTV) is Montenegro's coastal gateway, serving the Bay of Kotor and the Adriatic coast. Located 4 km south of Tivat town, the airport handles seasonal flights from across Europe between April and October, with reduced winter service. Renting a car at Tivat Airport gives you immediate access to the entire coast — Kotor is 8 km north, Budva 21 km south, Herceg Novi 29 km west along the bay.

Phoenix Car Montenegro operates meet-and-greet service at TIV arrivals. After you collect your luggage and clear customs, our driver meets you in the arrivals hall holding a sign with your name. You walk together to the car, parked in the terminal short-stay zone. The handover takes five minutes: documents check, vehicle walkaround, keys. You drive out of the airport directly onto the Adriatic Highway (E80/M2.3) towards your first destination.

Tivat is a small airport with a single terminal building. The arrivals hall is compact, easy to navigate. Our driver's mobile number is in your booking confirmation — if you cannot find the sign, call directly. Out-of-hours arrivals (late evening or early morning flights) are handled the same way; we coordinate pickup timing with your flight schedule at no extra charge for standard hours.

Pickup Procedure at TIV

Your rental starts the moment you land. Phoenix Car Montenegro coordinates pickup timing with your flight arrival. The process is straightforward:

  1. Land and clear customs — collect your luggage, exit through the green customs channel (nothing to declare).
  2. Arrivals hall — our driver waits in the main arrivals area holding a sign with your name. The hall is small; you will spot the sign immediately.
  3. Document check — show your passport, driving licence (held for at least one year), and booking voucher. International Driving Permit recommended if your licence is not in Latin alphabet.
  4. Walk to the car — the vehicle is parked in the terminal short-stay zone, 50 metres from the exit. We do a quick walkaround: check bodywork condition, fuel level (full tank), note any pre-existing marks on the handover sheet.
  5. Payment and departure — if you pre-paid online, no further payment. If paying on pickup, we accept card or cash (EUR). Deposit is held on credit card or paid in cash; amount depends on car class and insurance level. You receive keys, contract copy, emergency contact card. Drive out via the airport exit road onto the E80 coastal highway.

If your flight is delayed, call or message us with the new arrival time. We adjust the pickup schedule at no charge. For very late arrivals (after midnight), confirm timing when you book; we arrange night-shift coverage for all scheduled flights.

Driving from Tivat Airport: Key Routes

Tivat Airport sits on the Bay of Kotor coast, perfectly positioned for immediate exploration. The Adriatic Highway (E80/M2.3) runs past the airport; turn right (north) for Kotor and Herceg Novi, left (south) for Budva and Bar.

TIV → Kotor (8 km, 12 minutes)

Exit the airport and turn right onto E80 northbound. The road hugs the bay shoreline through Donja Lastva village. After 6 km you reach Kotor's outer suburbs; follow signs for "Stari Grad" (Old Town). Park in the paid lot near the main gate (€1.50/hour) or in the free zone 500 m south. Kotor's UNESCO-listed old town, fortress walls, and bay views are worth at least half a day.

TIV → Budva (21 km, 25 minutes)

Turn left (south) onto E80 from the airport. The highway climbs over the Vrmac ridge via a series of tunnels (the longest is 1.6 km; headlights required). Descend into Budva Riviera. Budva town centre is well signposted; paid parking near the old town costs €1.50–2/hour in summer. Budva combines medieval architecture with modern beach resorts.

TIV → Herceg Novi (29 km, 35 minutes)

Head north on E80 past Kotor. The road follows the inner bay through Risan and around the Verige strait. Herceg Novi is the last major town before the Croatian border (Debeli Brijeg crossing is 7 km further). The town's old quarter cascades down steep streets to the waterfront. Free parking is scarce; use the paid lot near Igalo (€1/hour).

TIV → Podgorica (83 km, 1h 15min)

Drive south past Budva on E80, then turn inland at Petrovac junction onto M2.3. The road climbs through the Sozina tunnel (€2.50 toll for cars, paid at the exit booth). Continue northeast via Virpazar (Skadar Lake viewpoint) to Podgorica. This route is faster than the old mountain road via Cetinje.

TIV → Perast & Our Lady of the Rocks (13 km, 18 minutes)

North on E80 towards Kotor, but turn left at Risan onto the bay-side road. Perast is a small Baroque town with two islets offshore: St. George (monastery, not open to public) and Our Lady of the Rocks (church, museum, open daily). Water taxis run from Perast pier (€5 return per person). Park along the waterfront (free, but limited spaces).

TIV → Lovćen National Park & Cetinje (32 km, 50 minutes)

From Kotor, take the serpentine road up Mount Lovćen (25 hairpin bends, spectacular views). At the top, visit Njegoš Mausoleum (€3 entry, 461 steps to the summit). Descend to Cetinje, Montenegro's historic capital. The drive is slow but scenic; not recommended in rain or snow (winter road closures possible).

Rules, Documents & Insurance

Driver Requirements

Minimum age 21 years. Driving licence must be held for at least one year. Drivers under 25 may incur a young-driver surcharge (typically €5–10/day, depending on car class). International Driving Permit (IDP) is recommended if your licence uses non-Latin script (Cyrillic, Arabic, Chinese, etc.), though not legally mandatory for EU licence holders.

Required Documents at Pickup

Deposit

Deposit amount ranges from €150 (economy cars with full coverage) to €800 (premium cars with basic insurance). The sum is blocked on your credit card at pickup and released 7–14 days after return, once we confirm no damage or fines. If you pay deposit in cash, we return it immediately after the car is checked at drop-off.

Insurance

All rentals include basic CDW (Collision Damage Waiver) and TP (Theft Protection) with an excess. The excess is the maximum amount you pay if the car is damaged or stolen. Standard excess is €800–1,200 depending on car class. You can reduce the excess to zero by purchasing full coverage (Super CDW) at €8–15/day. Tyres, glass, undercarriage, and roof are covered only under full coverage policies. Third-party liability insurance is mandatory and included in all rates.

Fuel Policy

Full-to-full. You receive the car with a full tank and return it full. Petrol stations are common along the coast; the nearest to Tivat Airport is OMV on E80 southbound (2 km from terminal). Current fuel prices: unleaded 95 ~€1.45/litre, diesel ~€1.40/litre. Keep your fuel receipt from the final fill-up; we may ask to see it at return.

Mileage

Unlimited within Montenegro. You can drive from Tivat to Durmitor and back (400 km round trip) at no extra cost. Cross-border travel to Albania is allowed with prior notice and a €20 fee (covers additional insurance). Travel to Bosnia & Herzegovina, Kosovo, or Serbia requires explicit permission and may incur higher fees; request this when booking.

Additional Drivers

€3 per day per additional driver. The extra driver must meet the same age and licence requirements and be present at pickup to sign the contract.

Child Seats

€3 per day per seat. We provide infant seats (0–13 kg), toddler seats (9–18 kg), and booster seats (15–36 kg). Specify the type and quantity when you book. Installation is your responsibility; our staff can advise but cannot install seats due to liability rules.

Return Procedure at Tivat Airport

Return your car to the same short-stay zone where you picked it up. Aim to arrive 10 minutes before your agreed return time. Top up the fuel tank at the OMV station 2 km south on E80 (direction Budva) before entering the airport access road.

Park in the designated return area (our driver will show you the spot at pickup or send a photo via WhatsApp). Call the number on your contract or emergency card; our staff comes to the car within 5 minutes. We inspect the vehicle together: check fuel gauge (must be full), body condition, interior cleanliness. If everything matches the pickup condition, we release the deposit block immediately (or return cash deposit on the spot). You receive a signed return protocol and walk to the terminal for your flight.

If you are very late (more than 2 hours past agreed time) and did not notify us, a late-return fee of €20 applies. If you return the car with less than a full tank, we charge the missing fuel plus a €15 refuelling service fee.

Parking & Traffic Tips for Tivat Area

Tivat town itself is small and walkable; paid parking near Porto Montenegro marina costs €1.50/hour in summer (May–Sep), €1/hour off-season. Kotor old town parking is €1.50–2/hour; arrive early (before 10 AM) to find a space in July and August. Budva beach-zone parking reaches €3/hour in peak season; consider parking on the outskirts and walking 10 minutes.

The Bay of Kotor coastal road (E80) is narrow in places, especially between Kotor and Perast. Expect slow-moving tourist traffic in summer. The Vrmac tunnels between Tivat and Budva require headlights (dipped beam); speed limit inside tunnels is 80 km/h. Police speed cameras are common on E80; fines for speeding start at €60.

Mountain roads (Lovćen serpentine, Durmitor passes) have no guardrails in sections. Drive cautiously, especially in rain or fog. Livestock (sheep, goats) sometimes wander onto rural roads; slow down if you see animals near the roadside.

FAQ — Renting a Car at Tivat Airport

Can I pick up the car at Tivat Airport and drop it off in Podgorica?

Yes, one-way rentals are available. A one-way fee of €30 applies for TIV → Podgorica routes (or vice versa). Specify drop-off location when you book. We coordinate vehicle logistics between our offices.

Is there a desk inside Tivat Airport terminal?

No, Phoenix Car Montenegro operates meet-and-greet service at TIV. We do not have a counter inside the terminal. Our driver meets you in the arrivals hall with a name sign and walks you to the car parked outside. This avoids terminal desk queues and gets you on the road faster.

What if my flight is delayed?

We track all incoming flights. If your arrival is delayed, our driver adjusts the pickup time automatically. If the delay is significant (more than 2 hours), send us a message via WhatsApp or call the number in your booking confirmation. No extra charge for standard delays.

Can I rent a car if I'm under 25?

Yes, drivers aged 21–24 can rent from our economy, compact, and mid-size categories. A young-driver surcharge of €5–10/day applies. Minimum licence-holding period is one year. Premium cars and large SUVs are restricted to drivers 25+.

Do I need an International Driving Permit?

An IDP is recommended but not legally required for EU/EEA licence holders. If your licence is in Cyrillic, Arabic, or other non-Latin script, an IDP makes police checks easier (though Montenegrin police usually accept any valid licence). UK licence holders should carry an IDP post-Brexit as best practice.

Can I drive to Croatia or Albania with the rental car?

Albania is allowed with prior notice and a €20 cross-border fee (covers green-card insurance extension). Croatia is not permitted due to insurance restrictions. If you want to visit Dubrovnik, we recommend parking at the Montenegrin border (Debeli Brijeg) and taking a taxi or bus across (15 minutes). Bosnia & Herzegovina and Kosovo require special permission; request when booking.

Is winter equipment (snow tyres, chains) included?

Winter tyres are mandatory in Montenegro from 15 November to 31 March and are fitted to all vehicles at no extra charge during that period. Snow chains are provided free if you are driving to mountain areas (Durmitor, Bjelasica, Komovi) in winter; request them at pickup. Summer tyres are standard April–October.
